Officers and Directors of NAVSO, the Board, come from widely scattered
areas. They have diverse work and sailing experience, their economic
conditions vary. To fulfill a Board office, personal time and funds must be
expended. In accepting office they are generally motivated by a desire to
make their time in office reflect in the approval of their actions by NAVSO
It is difficult under any conditions to assume a new office and make it
function at peak performance right from the start. It is particularly
difficult when the Board is composed of all newly elected and perhaps
unacquainted personnel, and unfamiliar with the job for which they are now
responsible. Add to this the lack of a fixed place in which to meet;
incomplete and maybe inaccurate past records and history; the inability of
Board members to attend all scheduled meetings, the dependence upon
individual Board members, Fleets, Committees, and other NAVSO members to
fully cooperate on a timely basis in all matters wherein they are involved,
and you have a worrisome situation with which the Board is forced to cope
as best it can.
To help alleviate the conditions described above, The National Association
of Victory Sloop Owners Directive is designed to make available to the
Board and all NAVSO members, in simple direct form, the laws, functions,
procedures, and all other related data and information necessary to make
NAVSO operate satisfactorily. It is flexible, and all considered
constructive criticism and suggested changes or additions for improvement,
The Victory sloop was designed by Ted Carpenter, naval architect, and first
manufactured by Henry R. McCune in 1959. It was designed as a one-design
class boat, fully competitive in any range of comparable boats. Some 126
boats were manufactured before it was sold to Wesco Marine Wesco Marine
started with boat #150, leaving a gap trom #127 through #149. There have
been some measurement and specification changes over the years in an effort
to increase its speed and ease of handing. However, the basic qualities of
measurement and specifications remain the same as the original. In 1968
Wesco Marine made the boat self-bailing, redesigning the cockpit and
installed a sliding hatch on the cabin, designing the cabin entrance so
that it could be secured with a lock. These latter changes were made
beginning in the 490-500 area.
There have been about 616 Victory boats manufactured and most of them are
in active use today. Those that have been well-maintained command a good
The Victory sloop has not been in production for over a year. The
manufacturing rights owner, Catalina Yachts, is now considering this
question. The Board has been in communication with the company since early
December 1974, asking for a policy statement concerning the future
availability of new Victory sailboats. No definite information has been
received at the time of this writing.
Some time in the first half of 1963 Frank Butler, Wesco Marine, asked
Glenn Chamberlain to organize the National Association of Victory Sloop
Owners. Evidently information concerning Victory sailboat activities had
been carried in a publication, Tiller Talk, prior to this time. Glenn
Chamberlain published an Information Letter addressed to "Dear Everybody"
and proclaimed the organization of the National Association of Victory Sloop
Owners. There must have been considerable oral and written discussion
concerning the organization prior to this proclamation. The following is
quoted from the June 1963 Information Letter, "there has been much
correspondence about the Articles of Association", and "things are already
in a mess and getting worse". In the NAVSO Bulletin for "end of February
1965", is found "Charley Bently has written about the 1960, 1961, and 1968
Nationals, but he doesn't remember everything will someone else write his
Limited research does not reveal any other person narrating his
recollections. The following is a brief of Charley Bentley's account.
The first Nationals were held in the fall of 1960 at Balboa Bay Club,
Newport Beach. The three race series was won by Hank McCune. Thanksgiving
Day, 1961, Cabrillo Peach Yacht Club, sponsored the Victory Nationals, and
Bill Meier won. In 1962, at the same Club, Jim Cost won.
The National Association of Victory Sloop Owners assumed jurisdiction over
the Nationals in 196G, and they were held at King Harbor Yacht Club. Bill
(Tom) Kuehn's boat, #181, would not measure in after coming in first Tim
Bently was declared the winner.
In 1964 Alamitos Bay Yacht Club was our host, followed by Mission Bay
Yacht Club in 1965, Raleigh E. Moffett was Number One in '64.
The Year Book was first published in 1965, and has been printed at
irregular periods since that time.
To cut administrative work, costs and some confusion, the 1974-75 Board
decided to place all the Information usually found in the Year Book, in a
National Association of Victory Sloop Owners Directive. It is a flexible
loose-leaf publication and changes are made by removing old and inserting
new pages. Officers names, Yacht Club Abbreviations, names of Victory Sloop
owners and addresses, reports of the Nationals and other events will be
published in the NAVSO Newsletter.
BY LAWS, RULES AND REGULATIONS
The name of this association shall be the National Association of Victory
Sloop Owners. The official abbreviation shall be NAVSO.
The objectives of NAVSO are:
- To maintain the integrity of Victory Class Sloops as a one-design class.
- To govern competition between them in an impartial and uniform manner
and conduct a Nationals Regatta.
- To cooperate with other yachting organizations and to demand in return
observance of the NAVSO's rules.
- To encourage formation of local associations and fleets.
- To assume jurisdiction over all Victory Class Sloop Local Associations
and Fleets and provide for enforcement of the Regatta and Measurement rules.
- To facilitate maximum use and enjoyment of the sloop by the individual
All owners (and co-owners) of Victory Class Sloops who subscribe and
conform to the spirit as well as the letter of these ARTICLES are eligible
to join one or all of the following classes of membership. The amount of
dues to be remitted to NAVSO shall be the same for all classes (except
honorary) of membership, but local associations and fleets may charge
additional dues for local use. When a member ceases to be a Victory Sloop
owner, his membership shall be retained along with his racing eligibility
until the end of the calendar year.
Co-ownerships are permissible. They shall be desired by written notice to
the Secretary 30 days prior to any Nationals race to establish eligibility
for that year's Nationals regatta. Each co-owner membership is
considered as an entity and nominates one of them to be the spokesman. The
Maximum number of co-owners is three.
- INDIVIDUAL MEMBER. Applicatons shall be submitted to, and membership
certificates returned by the NAVSO secretary.
- FLEET MEMBER. A Fleet Member shall be a member of a Yacht Club which is
affiliated with USYRA or IYRU. Applications shall be submitted through the
Fleet secretary to NAVSO secretary, who shall return individual membership
certificates and a Fleet certificate to the Fleet secretary. Yacht club
members who do not belong to a Fleet or Local Association are invited to
join as individual members.
- LOCAL ASSOCIATION. A Local Association is composed of Victory Sloop
owners in a local area. Applications for all who are not already members
because they belong to a fleet shall be submitted through the Local
Association secretary to the NAVSO secretary who shall return individual
membership certificates and a Local Association certificate to the Local
- HONORARY. The approved boat builder shall be an honorary member.
Other honorary memberships may be established at the annual meeting.
Honorary members have all rights of other members except voting (which they
may do only if they are also in one of the first three classes of
- ANNUAL MEETING. The Annual Meeting shall be held during the period of
and within 20 miles of the NATIONALS' regatta. At this meeting at least
the following items of business shall be done.
a. The quorum count shall be made.
b. The President, Secretary, Treasurer, and the Chief Measurer shall report
on the year's activities.
c. The reports of any standing or special committees shall be made.
d. The floor shall be open for motions and discussion about old and new
e. Next year's budget and dues shall be established.
f. Nominations for officers shall be received.
g. Election of officers shall be held.
h. New officers shall be installed.
i. Dues for the next year are due the day after the annual meeting,
delinquent 60 days thereafter, and membership dropped 90 days after the
annual meeting if still delinquent.
- SPECIAL MEETINGS. Special Meetings shall be called as described in
ARTICLE IV, or upon written demand (to the Secretary) by 25% of the Fleets.
A minimum of 30 days notice shall be given for a special meeting. As far as
possible the special meetings shall be so preorganized that all voting is
by mail (counted by the Secretary and attested to by at least one other
member of the board).
- DELEGATES AND PROXIES. It shall be the obligation of the Board to
arrange to protect the interests of members and organizations which are
too far from the site of the meetings to be able to attend. It shall
arrange to preorganize the meetings so that notice of intention to present
specific nominations and motions can be received by the Secretary not less
than 30 days before the meeting. The Secretary shall prepare a summary of
the arguments presented to him, and suitable proxy forms, and mail to all
members not less than 20 days prior to the meeting.
The membership of each Fleet or Local Association shall be responsible for
selecting and instructing a delegate, or shall designate a duly authorized
proxy, to present its views and cast its votes at all meetings. Individual
members may also designate a proxy to present his views (this proxy shall
not be the President).
- QUORUM. Twenty-five per cent of the NAVSO membership and not less than
two fleets or Local Associations shall constitute a quorum of meetings. If
a quorum exists at roll call it exists throughout the session (if there
have been no adjoumments). Proxy designations shall be included when the
quorum count is made.
- VOTING. Fleets and Local Associations shall vote as a unit, and have:
- One (1) vote for 1 to 4 members.
- Two (2) votes for 5 to 9 members, etc.
- Individual member's votes shall be counted in groups of 5.
- For example:
- If 59 members vote YES, this counts as 11 YES.
- If 30 members vote NO, this counts as 6 NO.
- Size of Fleets and Local Associations shall be determined by the number
of paid-up members shown on the Treasurer's records ten days before the
- Nominations and motions which have been announced in advance, as
described in 3 (Delegates and Proxies), shall be decided by majority vote.
Motions which are presented without this advance notice and opportunity to
submit proxies, must win by 3/4 of the votes counted in order to carry.
- AMENDMENT OF THE ARTICLES. Proposals to amend the ARTICLES shall be
announced in advance as described in 3 (Delegates and Proxies), quorum for
this business shall be at least 50% of the membership, and amendments must
win by 2/3 of the votes counted in order to carry
- Fleets and Local Associations will be self-governing in all local
matters not conflicting with intent of NAVSO and its ARTICLES. They will
elect their own officers as required. As a minimum the following officers
- CAPTAIN. May appoint sides and committees as required, presides at
meetings, represents the fleet at regattas and enforces the NAVSO ARTICLES.
- SECRETARY. Notifies all members of meetings, special events, races,
handles all correspondence, minutes of meetings, collects dues from fleet
members as required.
- MEASURER. The Fleet Measurer will serve as the Measurer for his Fleet
and other boats in the vicinity. His additional obligations and duties
will be as defined in Section 11, Article 1.
- Each Fleet is expected to take the responsibility of having all of its
boats measured and prevent subsequent modifications being made that would
nullify the intent or meaning of the measurement RULES. Each Flect is
expected to have an annual Fleet Championship in which only boats holding
valid CERTIFICATES are eligible to participate. Furthermore, each Fleet is
expected, in its locality, to promote the growth and aims of NAVSO as stated
in ARTICLE 2. To further these aims, some large fleets may find it desirable
to divide their fleet into "A" and "B" divisions (experienced and
inexperienced skippers). However, such division will not apply to the
National Championship Regatta. It is also the obligation of each fleet to
send in an annual report to the NAVSO secretary, giving a roster including
addresses of all officers and members. Said report being made within 30
days after its annual election of officers.
A Fleet shall be a subgroup within a yacht club which is affiliated with
USYRA or IYRU. To qualify as a Fleet, there must be at least three members
and any conditions set up by the yacht club must be met. If the yacht club
is not affiliated with USYRA or IYRU the Fleet members must obtain
individual memberships in USYRA as a condition for chartering as a Fleet
- A Local Association may consist of a mixture of Yacht Club members and
non-members, a group of Fleets or any combination. Minimum number of members
shall be five.
One of its objectives shall be to aid the establishment of Fleets in its
locality. It shall be organized as best fits in local problems, but if
there are no local fleets in its area it will have to perform the functions
listed in 2. It is suggested that its organization be similar to that of a
A majority of the Board shall be empowered to suspend a member, a Fleet or
a Local Association (or impeach any of its officers), or impeach any of its
own members. Within ten days of this action, the NAVSO Secretary shall be
furnished with the board's statement of the reasons, the defense (it any)
and within the following ten days, the President or the Secretary shall
call a special meeting to be held thirty days after the call, with
presentation of statements and preparation of suitable proxy forms to
decide the matter by 3/4 vote. During the period of suspension or
impeachment the member or officer may exercise only the right of denial.
The board will render final decisions on appeals about the RULES "The NAVSO
Regatta and Measurement Rules" are a separate put of these Articles. The
requirements for amendment are the same as these Articles. The instructions
to Fleet measurers are issued by the Chief measurer. The Board shall render
final decisions on appeals about the instructions.
NOMINATING. The President shall appoint a nominating committee which shall
convene at least 60 days before the annual meeting and transmit its
nomination to the NAVSO Secretary within ten days of its meeting.
MEASUREMENTS AND SPECIFICATIONS
Obligations and Duties
- The Fleet Measurer shall determine that each Victory he measures meets
all of the requirements contained in the "NAVSO measurement rules". It is
the purpose of the measurements to insure that no one skipper has an unfair
advantage over another; every effort shall be made to measure "in" rather
- The Fleet Measurer will serve as the measurer for his Fleet and other
boats in the vicinity.
- The Fleet Measurer, recognized by the NAVSO, shall take the
measurements and certify the boats which comply.
- The Fleet Measurer is responsible for insuring that all boats racing
in his area have currently valid CERTIFICATES.
- The Chief Measurer will sign and return the original and one copy of
the CERTIFICATE to the Fleet Measurer, who will return the original to the
- METHOD OF MEASUREMENT
- All measurements shall be made with a steel tape with the sail
- Sufficient tension shall be exerted between the points being measured
to remove all wrinkles.
- All measurements of the mainsail shall be to the edges of the sail.
Note that the rope along the foot and the luff of the sail is not included.
In addition, the grommets, if any, are not used for measuring the mainsail.
- The headboard shall be included as part of the sail. All measurements
of the jib sail shall be to the center of the grommets. The grommets shall
be 1" from the edges of the sails. In cases where the grommets are missing
or not located properly, the points defining the correct location of the
grommet center shall be used.
- The mid-girth of the main and jib sails shall be determined in the
following way: The mid-point on the luff shall be found by folding the head
to the tack. The midpoint on the leach shall be found by folding the after
tip of the head to the point where the sailcloth meets the bolt rope at the
clew. The mid-girth is the width of the sail as measured by a straight
line passing through these two mid-points. The mid-girth measurement shall
be measured to the edges of the sail excluding bolt rope on the main sail.
- The (accompanying) figures are to be used to aid in defining the main and jib sail measurements.
All boats, including their sails and all equipment, as a necessary
condition for class racing eligibility shall comply with these Measurement
A Victory Sloop is considered to be eligible to race in class events only
if it has been measured by an official measurer of the class and has been
issued a valid CERTIFICATE certifying compliance with the measurement RULES.
Maintenance of the CERTIFICATE shall be the responsibility of the owner,
who shall apply to the Fleet Measurer to certify as prescribed above, the
legality of all changes, new equipment, new sails, etc. Furthermore, the
boat must not have been subsequently modified in any way that would tend
to nullify the intent of or meaning of the measurement RULES. Unless the
owner requests validation of changes, the boat is protested, or the Fleet
Measurer believes a need for remeasurement is indicated, no further
validation is required except that during the NATIONALS when all or
certain selected items on the CERTIFICATE may be checked.
For hulls number 150 and higher, the authorized manufacturer shall
guarantee compliance; however, this does not, in itself, remove the need
for measurement or constitute a valid CERTIFICATE. Boats numbered 149 and
lower, built from the original molds and using original spars, rigging and
equipment will be considered legal for class racing, but no modifications
from the original designs will be allowed except in compliance with current
In case of duplication or confusion of hull and sail numbers, a number may
be assigned to a boat by the secretary, when approved by the Executive
Board, principally from the following group: 130 - 149 inclusive.
- BOAT. The boat, including spars and rigging shall have a minimum
weight of 1,200 pounds.
- HULL. The Victory Hull, including deck, seats, and cabin shall be
reinforced fiberglass and formed from the master molds designed in 1959 by
Ted Carpentier, or from molds which are officially approved by the Victory
Association. The manufacturer shall mold the boat number into the hull.
- BUOYANCY. The hull shall be fitted with one flotation tank and
sufficient additional flotation material to enable the boat to float when
completely swamped. The measurer must be satisfied that the buoyancy
apparatus is reasonably reliable and secure. Boats with a self-bailing
cockpit are exempt from the requirement of having additional flotation.
- FIN KEEL, RUDDER AND TILLER. The rudder shall conform in fore-and-aft
shape and in location to the original design except for the modifications
that allow the rudder to be reversed and constructed of fiberglass. The
keel shall conform in shape and location, within customary manufacturing
tolerances, to the original design, with maximum depth at 34".
The keel may be covered with fiberglass. When this is done the fore-and-aft
dimensions shall not be increased by more than one inch.
The only modifications permitted are smoothing of surfaces and sharpening
of their trailing edges. The NAVSO approved bubble may be added to the
fin keel and must be approved by the individual Fleet. Such bubble, if
approved by a fleet, shall be no larger nor denser than the manufacturer's
design. A folding tiller is allowable.
- MAST, BOOM, AND RIGGING. The mast and boom shall conform in shape and
length within customary manufacturing tolerances to the designs officially
approved by NAVSO. The external dimensions of the mast shall be at least
the following: 2 3/4" wide by 3 1/2" deep with a maximum overall length of
23' 6 1/2". The boom shall be capable of passing through a 4" circle and
shall not be more than 1 1/2 times as deep as it is wide. The mast
shall carry one pair of spreaders. The spreaders shall not be hinged at the
mast. The spreaders shall be at least 3/4" O.D. with a length of at least
18". The mast shall be supported by exactly one headstay, a permanent or
inexpensive adjustable backstay, one pair of upper shrouds passing over
the spreaders and fastened at the masthead, and two pairs of lower shrouds,
one pair forward and one pair aft, fastened at the spreader tangs. The
chainplates of all shrouds shall be no farther than 2" inboard of the
gunwale. The stays and shrouds may be attached with quick release devices
but none may be released or adjusted while racing. The forestay shall be
attached at the centerline and shall not extend forward of the stem. The
halyards may be of any material. The distance for the forward side of the
mast to the forestay pin shall be 7'8" (+ or - 6" or at original factory
position). Any device for adjusting the jib tack while underway is
prohibited. All devices for adjusting standing riggings shall be above
deck and shall terminate at the point of attachment to the chainplates
and/or stay deck fittings, except for the adjustable rear stay.
The mast shall have no more than three (3) sets of mast bands. These bands
shall be of a color contrasting the mast and be a minimum of 3/4 of an inch
wide. A band set shall be of the same color. Adjacent sets shall be of a
different color. Measurements of the bands shall be taken at the lower
edge of the upper band and upper edge of the lower band. The upper set
shall be 10 inches or more from the top of the mast and measure 20' 7"
between bands. The lower sets shall be four (4) inches or more below the
adjacent upper set and measure 20' 7" between bands.
The boom shall have one band. The band shall conform to the specifications
of the mast bands. The forward edge of the band shall be 10' 1 1/2" from
the aft side of the mast.
- SAILS. Sails shall be measured once a year. The dimensions given below
shall be the maximum allowable and shall be taken over the full width of
the sail, including the headboard. The sail shall be stretched by hand
sufficiently taut to remove the wrinkles. All sails in compliance with
these rules shall bear the official mark or initials of the measurer,
including the last date when the sails were measured. No more than one
mainsail and jib combination may be used in any race. All boats may have
not more than two sets of sails and no set may be replaced more often than
once in any two-year period, except by permission of the Chief Measurer
because of loss or damage.
- MAINSAIL. The insignia of the Victory one-design class shall consist
of a black staff 26 inches long, a 12 inch hoist, and an 18 inch fly. The
flag will consist of 5 squares by 3 squares, the upper left-hand square
being black. The insignia will resemble a waving checkered flag flying
from the staff. This insignia shall be attached on the upper third of the
Every Victory eligible for class racing shall have a number (same as the
hull number) and no two boats shall have the same number. For racing
purposes the sail number shall be used to designate the boat. The number
and insignia shall be displayed on both sides of the sail.
The first, second, and third place finishers in the Victory National
Championships may display respectively three, two, and one gold chevrons,
with the last two numerals of the year in which the skipper won the award,
attached just below the chevrons. These chevrons shall be placed just
below the class insignia with the point of the chevron up and shall have a
total overall width of nine inches.
Chevrons for Regional Championships shall conform to the rule governing the
National Championship chevrons except the color shall be red. In a similar
manner, the winner of a Fleet Championship Series may display one black
chevron with the last two numerals of the year in which it was won attached
below the chevron. Fleet, Regional and National awards shall be retained
by the winning skipper for use on a Victory he may own.
- (Revised March 22, 1989) SAIL DIMENSIONS. The maximum
dimensions are as follows:

Horizontal Girth measurement is determined by measuring the overall
distance between the sail luff edges at the widest point of the sail.
All spinnaker dimensions are not to exceed two inches (2") over.
Spinnaker pole measurements are between bearing points. When in use, the
whisker and spinnaker pole shall be supported by the mast.
Q. Maximum L. P.
Maximum L.P. is determined by measuring the overall distance
from the center of the clew grommet to a point ninty degrees
(90) to the extreme luff edge.
Dimensions A,B,C,D and G shall be meesured to the after edge
of the bolt rope. If no bolt rope is used these are the
maximum dimensions allowable for the sai1 cloth/material.
METHOD OF MEASUREMENT shall be as per the above and also per
page 9 subsections 6.1 through 6.6.
CREW. The crew shall be a minimum of two, including the helmsmen. The crew
may contain as many persons as desired provided they do not weigh more than
a total of 800 pounds when dressed for sailing (including rough weather
gear if that is carried on board). If a boat is equipped with a bubble the
total crew weight shall not exceed 650 pounds.
SAFETY EQUIPMENT. Safety ewuipment as provided in the USYRA Rules and Race
Circular is required aboard. Hiking straps for safety purposes are allowed.
PROHIBITED. Trapezes, hiking boards, halyard winches, or internal through
mast halyards, rotating masts, loosefooted mainsails.
COMPETITIONS, REGATTAS, SERIES AND
A NATIONALS Championship Regatta shall be held annually. The first time a
representative of a particular Fleet wins the championship he shall have
the right to specify and arrange for the next NATIONALS. If he does not
wish to do so, or if the same Fleet has the winner for two consecutive
years, the Boards shall designate the location. The Boards shall endeavor
to rotate the locale of the NATIONALS so that all Fleets will eventually
have an opportunity to have the NATIONALS in their vicinity. The place and
date of the NATIONALS shall be announced by the NAVSO Secrctary by May 1
of each year.
Entrants in the NATIONALS shall be Corinthians, belong to a Yacht club
which is affiliated with USYRA or IYRU, members of NAVSO and show a valid
CERTIFICATE for their boat.
Members of NAVSO who are not members of a Fleet or Local Organization may
make arrangernents with the Sponsoring Fleet Measurer to obtain his
CERTIFICATE by measuring prior to the first race.
Signals, starting line, general procedure, etc., shall be in accordance
with USYRA Racing Rules.
Where possible the NATIONALS Regatta will consist of five races, at least
3 1/2 nautical miles long, using windward starts and finishes, and held in
open water when possible so as to minimize the importance of local
knowledge. Local regattas shall follow the procedure of the NATIONALS as
much as practical, but may liberalize the requirements to permit use of
spinnakers, jibs, bubbles, and entrance of boats by dealer representatives.
"PROFESSIONAL SKIPPERS." The helm shall be tended by the following only:
The owner, his spouse, or their first degree relations only (father, mother,
brother, sister, children). Co-ownerships are permissible and all co-owners
(maximum of three co-owners) are eligible. Exceptions caused by physical
disability shall be granted only by written permission of the highest
ranking NAVSO officer (or officer of the host fleet if the regatta is
regional) present at the regatta. The purpose of this rule is to prevent
an owner from getting an expert skipper from another class to sail his boat
for him. This rule shall not be construed to mean that the authorized
skipper must tend the helm constantly- he may turn the helm over to someone
else for a few minutes while he sets a pole, adjusts sails, adjusts rigging,
smokes a cigarette, eats, etc.

The officers of NAVSO shall consist of the following, whose terms are one
- PRESIDENT. The President shall be the Chief Officer of
NAVSO, shall preside at all meetings, shall appoint all committees, and
shall call, and set the time and place for any special meetings he finds
- Chair meetings.
- Set location, date and time of meetings.
- Make certain meetings are impartial: that everyone eligible has an
opportunity to express himself on relevant items - subjects.
- Do not allow pressuring - 'bulldozing' - by any individual or

- Delegate authority and work as may be desirable.
- Appoint committees, and/or special boards.
- Search for ways and means to improve NAVSO.
- Carry out NAVSO by-laws, rules and regulations to the best
of his ability.
- VICE PRESIDENT. The Vice President shall preside at
all meetings in the absence of the President. He shall assume the duties
and authority of President when necessary as a result of death, disability,
or resignation. With the agreement of any two other members of the Executive
Board, the Vice President may call a special meeting even if the President
- SECRETARY. The Secretary shall be responsible for the
keeping of records of NAVSO meetings and shall preserve all documents,
reports and communications connected with NAVSO business. He shall be
responsible for sending out all notices, compiling the records for
championships, etc. Within thirty days after any meeting, he shall mail a
copy of the minutes to each member.
- TREASURER. The Treasurer shall collect and disburse
funds to NAVSO as authorized by the budget adopted at the annual meeting,
or by the Executive Board. His books shall be audited by a member of the
Board designated by the President at least annually.
- CHIEF MEASURER. The Chief Measurer shall have the
authority to enforce compliance with the measurement RULES, and shall keep
all records necessary to do this. He shall be responsible for guiding the
activities of the Fleet and Local Association measurers.
- EXECUTIVE BOARD. The five officers plus three board
members to be elected at the annual meeting, shall comprise an eight-man
Executive Board. As far as practical, the President shall appoint special
committees from the Board. In addition, the Board members have the
commission of obtaining and presenting to the membership ideas for the good

- The Board shall have authority to authorize disbursement of all
funds not specifically allocated by the Budget.
- No Fleet or Local Association shall have more than two members
on the Executive Board.
- The winner, or his proxy, of the last National competition
will attend the Board meeting wherein the details of-the next Nationals
are finalized. The Secretary-Treasurer will notify him not less than 45
days prior to this meeting. If he cannot attend, he will appint a proxy by
written notification, with authority to act in his stand on all matters
where he is concerned. Or he may relinquish to the Board his privilege to
name the sight by written statement to that effect.
- PUBLICITY CHAIRMAN.
- Will obtain data regarding Regattas and/or any other events which may
be attractive to Victory sailors. He will have this information published
in the NAVSO Newsletter, and forward similar information to local
newspapers and sailing related magazines.
- Will release the results of the Victory National Competition
immediately to all newspapers servicing the Fleets or members who
competed. Releases to magazines will follow at earliest convenient date.
- Will submit interesting, propaganda, Victory information to news media.
- In cooperation with the Yachts Club where the next National Competition
will be held, NAVSO Race Committee, and the preceeding year's National
Competition winner, if appropriate, assemble all data and information
concerning the next National Competition, and have it published and
distributed to Fleets and NAVSO members not less than sixty days prior to
- Cultivate all areas when data and information is available to further
the interests of NAVSO.
- Cooperate with the Race Committee and Secretary in obtaining and
publishing data and Information.

consecutively issued (4 issues per year).
- (c) Newsletter No. 4 will contain a complete list of Fleets and members.
Also a consecutive boat number list of all known Victory owners with
their address. An asterick (*) following their name will indicate a NAVSO
